Bordallo's Goals in Education:

“Initiating an internship program whereby students of the schools of the territory can work with leaders in private and public industries to determine whether their interest lie in such directions and learn to determine the problems and pleasures of those holding responsible positions both in private industry and in public service”- Ricky Bordallo, 1976  (State of the Territory Message, 7)

Guam's 1974 Democratic Party Platform on Education:

“Increasing student participation in the direction of their education by providing for the election of  two student voting representatives to the Guam Board of Education, one from public schools and  one from private institutions of the territory, and by providing that one voting member of the Board of Regents shall be elected by and from the students of the University of Guam.”- Guam Democratic Party,  1974,The Democratic Party Platform, 7)
